The overall plan requires the construction of three innovation highlands of fiber, membrane and biological manufacturing, cultivating and expanding five industrial clusters of composite materials, catalytic new materials, electronic chemicals, high-temperature superconductivity and graphene, creating a deeply empowered material intelligent engine, and making important breakthroughs in the construction of the "3 5 1" new material industry development system. By 2027, the 3 innovation highlands and 5 clusters will account for 90% of the output value of new materials, and 3-4 vertical artificial intelligence models for new materials will be developed and applied. 12 new material pilot bases have been built, and 20 new enterprise technology centers above the municipal level have been added. The output value of new materials reached 350 billion yuan, and new materials accounted for more than 45% of the industrial output value of raw materials.
The general actions are as follows: focus on new tracks to enhance industrial momentum, focus on making up for shortcomings to improve industrial resilience, focus on forging long boards to strengthen the basic disk, and focus on accelerating the transformation of R&D paradigms; Strengthen regional characteristics, expand high-quality enterprises, and do more brand products; Build a collaborative innovation platform, a ladder verification platform, and a functional testing platform; Break the bottleneck, accelerate the pilot transformation, user traction, and increase application promotion; Improve organizational safeguards, strengthen factor support, and deepen exchanges and cooperation.
The plan supports the linkage of Jinshan and Fengxian, promotes the integrated development of chemical parks, further strengthens the industrial and new material industry chain, accelerates the layout of green materials such as synthetic biology and major projects of electronic chemicals, etc., and takes the new material characteristic park as the core bearing, and lays out the R&D and transformation of cutting-edge new materials, carbon fiber composite material industry chain, electronic chemicals R&D and industrialization, chemical R&D pilot test, etc., and cultivates new regional increments.
Support steel and chemical enterprises to integrate upstream and downstream industrial chain resources, lay out R&D centers and new business sectors, and expand incremental production capacity. Focusing on light alloys, synthetic biology and other directions, 3-5 major new material projects have been implemented, and the new output value will strive to reach 10 billion yuan. Encourage enterprise R&D centers to carry out collaborative innovation in the transformation of achievements and localization, and improve the industrial chain of key new materials. Stimulate the innovation vitality of small and medium-sized enterprises, cultivate high-growth enterprises, support municipal enterprise technology centers to strive for national level, add 20 enterprise technology centers and 25 national-level specialized and special new "little giants" in the subdivision track, and strive to add 14 new listed enterprises through the implementation of a new round of "Pujiang Light" action, and the total number of listed enterprises in new materials will reach 14, and the total number will reach 70.
